The floor, and why it exists

BTS's map only classifies noise down to 45 dB(A); anything quieter shows as fully transparent on the source map, which this site reports as no measurable reading rather than guessing a number the map itself doesn't provide. 8,515 of the 12,137 places here, about 70%, fall into that category.

Why that includes New York, Los Angeles and Houston

New York, NY, Los Angeles, CA and Houston, TX all show no measurable reading here, not because they're quiet cities, but because this dataset samples ONE coordinate per place, the Census Bureau's own official internal point, which for a huge city can sit far from any highway, rail line or flight path even while plenty of the city itself is loud. This is the single most important limit of a place-level dataset: it describes one point, not the whole place.

What a quiet result is actually telling you

A quiet reading means BTS's model found nothing above its floor at that one coordinate, not that the whole town is silent, and not a promise about any specific street. The methodology guide covers exactly what coordinate gets sampled and why.
